Kathy was born in Beloit, Wisconsin. Her Mother is Phyllis Marie Perrin Samp Wright. Her Father was Joseph Gerald Samp. She graduated from Beloit Memorial High School in 1979. She attended the University of Wisconsin Madison and graduated in 1985 with her teaching degree in Family and Consumer education.
She met her husband David through mutual friends, at German Fest. They were married in January 1987. Her son Peter was born in February of 1994. Their first and current home is in Greenfield Wisconsin. Kathy was active in working with youth at her church, her son’s Boy Scout Troops and sports teams. Greenfield was truly her home and is where she will be laid to rest.
Heaven gained one of God’s closest followers you could ever meet. Kathy’s faith touched the lives of many, including her own when she needed it most. She realized how important a relationship with Jesus was during her early college years. It was during this time that she decided to share her incredible faith with the world which changed the lives of many. In doing so, she made it a mission to make a positive influence everywhere she could by living her faith and reaching out to those who needed a good listener. Heaven is lucky to have gained such a faithful follower and is most likely doing all the same there.
She taught at the High School and Middle School in Mukwonago for a short time prior to being hired by CESA 1 as an Educational Consultant. She worked for CESA for 30 years! She always had interesting stories to tell about her encounters with students. She could often walk away after one of these encounters knowing more about the student’s family and home than the classroom teacher.
Kathy always had resources and connections for people. She would always listen to their problems, and her “mental wheels” would start turning. Before long she would have a phone number or name for them to call to get information or help for their issue or problem. She would then follow up with them later to see how things were going.
Kathy started sewing at a young age. Her college degree also allowed her to take some classes on Couture sewing. She made most of her own clothing. Like most avid sewers she used to joke about her fabric “stash”! She counted, among her friends, the many people she met at her sewing club.
Kathy had an artistic side to her personality! She took classes or attended workshops on felting wool to make clothing items and had most recently had been taking classes in using alcohol ink. She always said, “I don’t know if I’m any good but I loved every minute of it!”.
Her favorite morning activity was to sit on her patio and watch the birds and bees fly among her perennial flowers. She had arranged for many members of her family to tour gardens in the Milwaukee and Chicago area this summer. She loved to tour gardens and talk to the owners. She always asked questions about what they had planted, how they planted their flowers, and how they cared for their gardens. Her husband always found new plants sitting in pots outside the garage after one of these of these tours.

Her mother Phyllis Wright is living in Memory Care in Beloit, Wisconsin.
Her mother-in-law Jean Eidsmoe is living in Memory Care in Waconia, Minnesota.
Sally Roepe, sister, of Wauwatosa, Wisconsin (the “older one” as she so often said), husband Rick, daughter Abby and son Chris (wife Nicole) of Verona Wisconsin. There are two Great Nephews; Lucas and Jacob who will miss Aunt Kathy a lot!
Peggy Jones, sister, of Greenwell Springs, Louisiana and her husband Tim, son Joseph (wife Cecilia) of Denham Springs, Louisiana and daughter Sarah of Greenwell Springs. She will also be missed by Great Niece, AnnMarie and Great Nephew, Flynn.
Julie Jimeno, sister in law, (husband Manuel) of Austin Texas and their son Erik Jimeno (wife Kim) Austin, Texas and a very special Great Niece, Claire. Also, their son Andrew Jimeno (wife Amelia) and Great Nephew Oliver, of Austin, Texas.
Gail Terry, sister in law, (husband Paul) of Waconia, Minnesota. Their daughter Anna of Minneapolis and their son Will Terry of Dallas, Texas.
Linda Smith, sister in law, of St. Paul, Minnesota, her daughter Molly Ward (husband Casey) of Sacramento, California and a Great Nephew, Ari Ward and a Great Niece, Cecily Ward.
Just a nice neighbor who will be missed. Never know what life brings. We all have a place once we leave this world. Always saw kathy sprinkling her flowers. We will miss that. God bless David and Peter. Rory Mary and Amy neighbors for many years
Kathy and I shared the Family and Consumer Education background. She always had a smile and laugh in reach. Creative and cheerful is how I will remember her.
She was a wonderful person! Always caring about CESA 1 guidance personnel, teachers and students as well as helping other CESA’s. She will be greatly missed. Kathy had a heart of gold. I was lucky to work with her at UW Madison, Center on Education and Work. She was always happy to help. If there were three words to describe her, it would be “ray of sunshine”.
I am devastated. I worked with Kathy for years and considered her one of the BEST! I could always count on her expertise and compassion to move everyone in WI education forward. She will be missed by all 🙁
Kathy was the educational equity leader in CESA 1 and in the statewide Equity Cadre. She implemented many projects and staff development events. She was also a statewide leader in career and technical
Education, serving many years on several advisory committees and the policy council for WisCareers. She did all of this work to ensure that people could choose careers that met their needs! She was a cheerful “can do” person who giggled and laughed and helped us to appreciate the humor in all situations during all the hard work! She was a friend to me for which I am grateful. Her spirit will live on in our shared work and accomplishments! My condolences to all who share this loss.
What a lovely woman. She came to my shop in Beloit when visiting her mother. We realized we were in the same high school graduating class. I will miss her visits and am so sad for her family.
Dave and Peter. We only met Kathy once, but immediately fell in love with her. She was a wonderful person. Our thoughts and prayers are with you both always. Her last words to me where “call me if you have any problems with the staff at Milwaukee”. I know she meant it.
While we are unable to be there physically for you know will be thinking of you. Reach out to us if you need anything. Two great guys losing an important part of their lives will be difficult. We would like to help.

Kathy was a best friend. I can barely write this I am so devastated, I miss her so much. The love of sewing brought us together. I used to joke with her about her fabric stash being under pressure, she had so much layered in her sewing room closet. She razzed me about having 122+ projects. We shared so so many good times. We could talk about anything. She always had some experience or wisdom to share. She would gladly give of herself and add joy and easy laughter to any situation. Kathy I miss you. You were taken to heaven too soon, God must have needed you. Kathy I love you, you will forever be in my heart.
I don’t want to write this, it somehow makes the unreal seem more real. I met Kathy when our boys were little. We were Cub Scout leaders together and quickly became close friends. Kathy was a very devoted proud mother and wife. She had an appreciation for beauty in art, sewing, and her amazing flower beds. We would meet for coffee then glance at our watches and find that three hours had passed. Kathy will be dearly missed by the many people she touched.
My heart and prayers are with David and Peter. I am blessed to work with David and met Kathy a few times as she traveled with David to our hardware show. Even though I only met her a few times, I felt like I knew her because David would talk about her so often and honestly, GUSH about her! His love for her was so evident in how he spoke about her. Kathy was a sweet, gentle, kind soul and I know she will be deeply missed.
I am stunned to hear that Kathy has passed away. I have spent hours learning from her and working with her. She was always full of stories about her family; her love for them was so transparent. Kathy was sweet and kind, and so passionate about her work. She spent her lifetime working to connect with students that were hard to reach, and they drove her passion at CESA. The world has lost an incredibly compassionate soul and a great advocate for education.
My thoughts and prayers go out to your family. Kathy was a passionate educator, cared deeply about her work and the people she served. She will be greatly missed. My deepest sympathies.
This is just devastating news. I am so sorry that I just heard about Kathy passing:( We so enjoyed working with her through CESA #1 and we will miss her passion and energy that she demonstrated in everything that she did. We would like to make a donation in her name to an organization that she was passionate about, would someone be able to share that information if possible?

I am saddened to hear about Kathy. I worked with her when she started at CESA 1 and have many fond memories. Heaven has received a very passionate soul. My sincere condolences.
I enjoyed working with Kathy throughout the years. She had a love for education and helping all CESA schools succeed in whatever project we had to work on. We bonded when we both discovered that our sons were Carroll students. She was extremely proud of Peter and his accomplishments. My deepest sympathy to the entire family. We are going to miss our friend Kathy.
Greg and I have just found out today the sad news about Kathy. Dave and Peter, you two are in our thoughts and prayers. We have known Kathy for many years, spanning back to when our boys were very young and in Cub Scouts, to our husbands coaching baseball and basketball together. I remember when our boys went to Prom in a group and the kids all came over to our house for pictures. After the kids left, Kathy stayed and we sat out on our deck and reminisced about how the years had flown by so fast and soon they would be off to college! We laughed and cried, for several hours. Kathy, you will truely be missed! God bless.
I just heard the very sad news. Kathy and I worked together for over 20 years and she was one of my trusted colleagues and I had the chance to present with her a number of times at so many different conferences. My thoughts and prayers are with her family – she spoke of you often and always with pride and joy. I will miss her deeply.
I am just heartbroken by this news. Kathy was one of the best people I have ever met. She was instrumental in helping me learn the ropes of CTE at Cedarburg High School and always would take time to reach out to check on things! She always had time for a question and made me feel so comfortable being new and having many questions to ask. My favorite part of Kathy was her passion for education and her ability to be goofy too! I remember the day she showed up with a educational mannequin for our Health Careers class, she had ridden with “her” in the passenger seat of her vehicle! We still laugh about that day and about the mannequin. What a great character; she will be truly missed.
